Notice of Needs Assessment Public Hearing Monday December 17th, 2018 6:00pm City of Libby, Montana 952 East Spruce Street The City of Libby, Montana will hold a public hearing on Monday December 17th, 2018 at 6:00pm at the City Hall, 952 East Spruce Street, Libby, MT 59923. This hearing is to obtain public comments regarding the needs and priorities of the City of Libby residents in the areas of Housing and Neighborhood Renewals, Public Facilities and Infrastructure, and Economic Development. Comments are being solicited on the needs within our community to provide an opportunity to discuss projects that are being considered to address those needs as well as to assist the City of Libby to develop a Capital Improvement Plan. Also, being presented are the eligibility requirements for competitive grants and loan programs for funding of projects as related to housing, public facilities and infrastructure, and economic development. The focus will be on how the City can further address the needs of low to moderate income families, upgrade water and sewer infrastructure, other infrastructure needs in the community and how the City can partake in the development of economic development projects that can result in job creation and retention. Specific agency programs discussed will include, but are not limited to those, of the Montana Department of Commerce Programs (HOME, Community Development Block Grant, Big Sky Trust Funds, and Treasure State Endowment Program), Montana Department of Natural Resource (DNRC) specifically infrastructure programs within the Renewable Resource Grant and Loan program, United States Department of Agriculture Rural Development (USDA-RD), and other federal and state programs that could be potential resources for the City of Libby and Community. Grant and Loan guidelines, deadlines for applications and amounts available will be given at this public hearing to the extent of information available from funding agencies at the time of this public hearing. Outline of eligibility for such grants or loans are necessary to participate in the public hearing process and make any needs or projects known in order to assist appropriate authorities in establishing priorities relative to their support for such projects. This public hearing meets the requirements of the first of two that may be required on any project submitted to the state for funding. Comments may be given orally at this hearing or submitted in writing to the City of Libby PO Box 1428, Libby, MT 59923 through January 7th, 2018. Comment Sheets are provided and will be available at the City Hall as well as shared on the City of Libby's website through an electronic survey system. The City of Libby makes reasonable accommodations for any known disability that may interfere with a person's ability to participate in this public hearing.
