Notice of Public Hearing- Water System Monday January 22nd, 2019 6:00pm City of Libby, Montana 952 East Spruce Street The City of Libby, Montana will hold a public hearing on Monday January 22nd, 2019 at 6:00pm at the City Hall, 952 East Spruce Street, Libby, MT 59923. This hearing is to obtain public comments regarding the proposed application to the Montana Dept. of Commerce Community Development Block Grant-Public Facilities (CDBG-PF) program. The City of Libby has completed a Water System Preliminary Engineering Report Amendment in 2018 that evaluated water supply, raw water screening, treatment, storage, pumping stations and distribution system condition and alternatives. This hearing will review the recommended solutions to repair three critical water distribution system deficiencies which were identified during the Preliminary Engineering Report process. The proposed project includes the installation of water mains and of treated water transmission main. The water main in the alley between Minnesota Ave and Utah Ave. and the new transmission main will be installed along the general alignment of existing pipes. New water mains along US Highway 2 will be installed within a new utility easement outside of MDT right of way with the exception of four new crossing perpendicular to the highway. The new looping main will also provide additional redundancy and improved pressures and fire flows to neighborhoods in West Libby. The proposed project is in accordance with all applicable Montana Dept. of Environmental Quality, Dept. of Transportation and the Environmental Quality Agency requirements including those set forth in MDEQ's Circular DEQ-a Standards for waterworks. The proposed project also adheres to the Montana Public Works Standard Specifications. The proposed project will eliminate the leak between Minnesota Ave, and Utah Ave, in Libby Ground Water Contaminations NPL site and will eliminate other leaks in the water main in US Highway 2. The aging and vulnerable treated water transmission main will be replaced in a conventional trench where it will be less of a risk to the entire water system. The City of Libby is hosting this public hearing to review the purposed project, to review the goals and activities of the project, the proposed budget, and the City's efforts to obtain funding including the CDBG program and all the potential impacts to City residents this project may result in. Comments may be given orally at this hearing or submitted in writing to the City of Libby PO Box 1428, Libby, MT 59923 through February 8th, 2019. Comment Sheets are provided and will be available at the City Hall as well as shared on the City of Libby's website. Copies of the presentation from the public meeting will be made available via the City's website www.cityoflibby.com and copies of the meeting minutes will be available as with any public meeting hosted by the City.
