NOTICE OF REQUEST FOR QUALIFICATIONS FOR WASTEWATER SYSTEM ENGINEERING The City of Libby is requesting a Statement of Qualifications (SOQ) from qualified firms for engineering, grant writing, and/or grant administration services for a Preliminary Engineering Report on Libby’s wastewater system. The City has received a Montana DNRC RRGL planning grant to help fund preparation of a Preliminary Engineering Report (PER) on the wastewater system. The PER will meet the requirements of the Uniform PER Outline as required by the Montana funding agency requirements. The selection of the successful firm(s) will be based on an evaluation of the written responses and an interview if the City deems the latter is necessary. The award will be made to the most qualified firm(s) whose submittal is deemed most advantageous to the City, all factors considered. Unsuccessful offerors will be notified as soon as possible. Interested individuals or firms should contact City Administrator Samuel Sikes at (406) 293-2731 or city.admin@cityoflibby.com for full RFQ and responses to any questions that respondents may have concerning the project. Eight (8) copies of the SOQ must be received by 5:00 pm (local time) on Friday, August 8, 2025, and should be submitted to the City of Libby, PO Box 1428, Libby, MT 59923, or delivered to City Hall at 952 E. Legal Notice Announcement of Public Meeting and Comment Period Flathead Electric Cooperative seeks public input on its draft Wildfire Mitigation Plan (WMP) in accordance with House Bill 490, passed during the 2025 Montana Legislative Session. The draft WMP is open for public comment from July 24, 2025, to September 6, 2025. The draft WMP plan can be reviewed, and comments can be submitted, online at flatheadelectric.com/WMP.
