PUBLIC NOTICE FY 2023/2024 Preliminary-Final Budget Public Hearings & Adoption NOTICE IS HEREBY GIVEN that public hearings will be held by the Board of Lincoln County Commissioners on August 30st, 2023, at 11:30 AM in the Commissioner’s Meeting located at 512 California Ave., Libby, Montana for the purpose of presenting the Preliminary FY 2023/2024 Lincoln County Budget. Final Budget Resolution and Adoption will be held September 6th, 2023, at 11:30 AM in the Commissioner’s Office. The Commission invites and encourages the public to attend. Public Hearings are for the purpose of hearing comments regarding the budget appropriations and revenues. Preliminary Budget Information is available at the Lincoln County Courthouse, Office of the Director of Finance. Vision Net is available at the Lincoln County Annex Building in Eureka. This service is available for Eureka residents who would like to attend the Final FY 2023/2024 Lincoln County Budget Adoption without traveling. Request for Qualifications (RFQ) for Engineering Services The County of Lincoln has received a federal American Rescue Plan Act (ARPA) Minimum Allocation Grant (MAG) award by the Montana Department of Natural Resources & Conservation for the construction of a new sewer main to serve the Kootenai Business Park. The project consists of the installation of 1330-feet of new gravity sanitary sewer, manholes and service connections within a proposed roadway. It has been designed and is pending Montana Department of Environmental Quality approval, which is anticipated by the end September. The project is a component of a larger road construction project which is not subject to the grant program requirements but will require appropriate coordination. The anticipated date of service is October 2023 through the 2024 construction season. Contingent upon this award, the County Commissioners are soliciting offerors of a Statement of Qualifications in response to this Request for Qualifications for Engineering Services to assist the County in supervising construction of this project in compliance with all applicable requirements under the MAG Program. Payment terms will be negotiated with the selected offeror. The services to be provided will include: Preparing the construction bid package in conformance with applicable ARPA requirements and supervising the bid advertising, tabulation, and award process, including preparing the advertisements for bid solicitation, conducting the bid opening, and issuing the notice to proceed; Conducting the pre-construction conference; Reviewing contractor submittals and requests for information; On-site supervising of construction work, and preparing inspection reports; Coordinating with other on-site contractors and engineers; Reviewing and approving all contractor requests for payment and submitting approved requests to the governing body; Submitting certified “as-built” drawings to the appropriate agencies; and Coordinating with Lincoln County’s Grant Administrator to provide timely project updates for reporting purposes. Responses should include: The firm’s legal name, corporate address, and telephone number; Location of managing office; Firm’s history and areas of practice; The experience and qualifications of the staff to be assigned to project; A description of the firm’s prior experience with sanitary sewer construction, including any similar projects managing construction, providing inspection services and working with funding agencies; A description of the firm’s experience working on contaminated and/or Superfund sites; and A description of the firm’s current work activities and availability to perform the proposed services; and Respondents will be evaluated according to the following factors: The qualifications of the professional personnel to be assigned to the project 25% The consultant’s capability to meet time and project budget requirements including present and projected workloads 10% Firm’s Location 5% Experience working with contractors and providing construction oversight 15% Specific experience on similar projects 25% Recent and current work for the Lincoln County 10% Overall Quality of the Proposal 10% The selection of the consultant may be based on an evaluation of the written responses. The County Commissioners may elect to conduct interviews of select firms at their discretion. The award will be made to the most qualified offeror whose proposal is deemed most advantageous to the County, all factors considered. Unsuccessful offerors will be notified as soon as possible. All Statements of Qualifications must be received no later than 5:00 PM local time on SEPTEMBER 8, 2023. Statements must be in a sealed envelope labeled “Statement of Qualifications for Kootenai Business Park Sewer Project.” The envelope shall be addressed to Jim Hammons, Commissioner, Lincoln County, 512 California Avenue, Libby, Montana 59923. This solicitation is being offered in accordance with state statutes governing procurement of professional services. Accordingly, the County Commissioners reserve the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services proposed, as well as the right to reject any and all responses deemed unqualified, unsatisfactory or inappropriate.
