The City of Troy, Montana is seeking proposals from qualified design/build skate park engineering, architect, and construction firms to designed and construct addition facilities to the current skate park located in Roosevelt Park, Troy Montana. The purpose of this Request for Proposal (RFP) is to solicit competitive bids from qualified vendors for Professional Design/Build Services for the design and construction of in-ground skate feature and addition above ground skate features which complement existing features. Minimum bidder qualifications are 5 years' experience in design and construction of skate parks meeting or exceeding the industry safety for design principles for skaters, skateboards and BMX rider skill development. The design shall be naturally integrated with the surrounding environment and existing features, along with new elements featuring a mix of street and transitional- style terrain designed for all age groups and ability levels. The design of the Addition Project should draw and engage local users to the skatepark and will challenge both beginners and experienced users. The Design/Build Contractor's responsibilities will include all design and construction services necessary to complete the project. The Design/Build Contractor will be responsible for verifying all existing site improvements, landscaping, disposal of excavated material, including hauling, fencing, and site utilities including water, sewer, storm drain, and electrical service. The proposed project will be completed in two phases. Total contract price for both phases of the Project shall not exceed $138,045.00. Phase 1 is consisting of design and construction of an in-ground skate feature. Maximum contract price for Phase 1 is $74,400. Phase 2 is design and construction of additional features complementary to the existing skate park. Design and construction of Phase 2 is contingent upon receipt of matching grant funds from the State of Montana through the National Parks Land and Water Conservation Fund. As such, all bids shall encompass, meet and fulfill applicable all standards as more particularly stated the Federal Financial Assistance Manual, Volume 71, Effective March 11, 2021, for the program. Expected commencement of construction first week of May 2022 and substantial completion no later than July 31, 2022. Submittals shall contain (1) original, three (3) copies, and (1) electronic version of their qualifications package for review and evaluation by the City. Proposal packages must be in a sealed envelope clearly labeled Proposal for Skate Park Design-Build Services and address: ** Design layout of the Phase 1 in-ground skate park feature must be a in ground bowl feature w/pool coping ** Design layout of Phase 2 above ground skate park features; ** Statement of Firm Engineering/Architect Firm and Construction Firm professional qualifications; ** Work References; List of similar skate park design build construction projects, including owner and contact information; Montana Construction projects, ** Price estimate for design, price estimate for construction and time frame for construction both Phases of the project The City of Troy has no obligation to award the Project, reserves the right to reject any or all responses, to waive any minor informality or irregularity in any response, and may award to "lowest responsible bidder" in its sole determination. The City may re-advertise, with or without changes to the project, in its discretion. Any award is specifically conditioned upon negotiation of written contract upon terms mutually satisfactory to the City and bidder. NOTICE OF CLOSE OF VOTER REGISTRATION AND OPTION FOR LATE REGISTRATION FOR SCHOOL DISTRICT ELECTIONS NOTICE IS HEREBY GIVEN that regular* registration for elections to be held on May 3, 2022 will close at 5:00 p.m. on Monday, April 4, 2022. To register to vote, or to update your name, address, or other voter information, submit the voter registration application to the county elections office. You may obtain an application by calling the elections office at 406-283-2302 or downloading the application online at www.lincolncountymt.us/departments/elections-mt. The application must be signed before being submitted to the election's office. Note: If you miss this regular registration deadline, you may still register for the election by coming to the County Election Office up to and including Election Day. The following school districts are scheduled to hold a May 3, 2022 election; however, their elections may be cancelled if trustee positions are not contested and there are no other ballot issues to vote on: LINCOLN COUNTY SCHOOL DISTRICTS 1, 4, 13, 14, 15, 24 and 53. All active and inactive electors of the above-mentioned school districts are entitled to vote in the election for the district in which they reside. **For districts holding a mail ballot election, ballots will be automatically mailed to registered electors with an active status by April 13, 2022 - April 18, 2022. For districts holding a polling place election, ballots will be mailed to absentee voters only on April 13, 2022. DEQ Releases Draft Environmental Assessment for Underground Storage Tanks at Town Pump Troy in Lincoln County Agency Seeks Public Comment HELENA - The Montana Department of Environmental Quality's (DEQ) is accepting public comment specific to new underground storage tanks to be installed in Troy in Lincoln County, Montana. DEQ has prepared an Environmental Assessment (EA) as required by the Montana Environmental Policy Act (sections ARM 17.4.607(2) and ARM 17.4.609(2)). The proposed project would add eleven new UST systems to the newly developed Town Pump Troy facility, located at 112 E. Missoula, Troy, MT 59935. DEQ is currently accepting public comment on the Draft EA until April 1, 2022. Following the 10-day public comment period, DEQ will consider and respond to substantive comments received in response to the Draft EA and proceed with one of the following determinations: that an Environmental Impact Statement (EIS) is necessary, that the EA did not adequately reflect issues raised by the proposed action and that a revised EA is needed, that further environmental analysis is not necessary and that the agency can proceed with a final decision with modifications deemed necessary based on analysis in the EA and/or public comment, or, that the EA is adequate and adopted as Final.
