NOTICE OF CLOSE OF VOTER REGISTRATION AND OPTION FOR LATE REGISTRATION FOR SCHOOL DISTRICT ELECTIONS NOTICE IS HEREBY GIVEN that regular* registration for elections to be held on May 4, 2021 will close at 5:00 p.m. on Monday, April 5, 2021. To register to vote, or to update your name, address, or other voter information, submit the voter registration application to the county elections office. You may obtain an application by calling the elections office at 406-283-2302 or downloading the application online at www.lincolncountymt.us/departments/elections-mt. The application must be signed before being submitted to the election's office. Note: If you miss this regular registration deadline, you may still register for the election by coming to the County Election Office up to and including Election Day. The following school districts are scheduled to hold a May 4, 2021 election; however, their elections may be cancelled if trustee positions are not contested and there are no other ballot issues to vote on: LINCOLN COUNTY SCHOOL DISTRICTS 1, 4, 13, 14, 15, 24 and 53. SECTION 1.1 INVITATION TO BID AIRPORT IMPROVEMENTS LIBBY AIRPORT LIBBY, MONTANA Notice is hereby given that sealed bids will be received and publicly opened at 11:00 a.m., local time on Wednesday, March 31, 2021 by the Lincoln County Commission at the Lincoln County Commissioners' Office, 512 California Ave, Libby, MT 59923, for the construction of "Airport Improvements" to include the following: LIBBY AIRPORT - Airport Pavement Rehabilitation Project - Runway Mill & Overlay, South Taxiway Reconstruction, Pavement Maintenance (Crack Seal, Seal Coat), and New Pavement Markings This work is to include all tools, equipment, materials and labor to complete this project. Bids must be sealed and delivered to Lincoln County Commission at the Lincoln County Commissioners' Office, 512 California Ave, Libby, MT 59923, at or before 11:00 a.m., local time on Wednesday, March 31, 2021, and marked "Bid for Airport Improvements at the Libby Airport." Non-Segregated Facilities. By submitting a bid/proposal under this solicitation, the bidder or offeror certifies they meet the non-segregated facilities requirement(s) per Section 1.8 - A19 of these specifications. Equal Employment Opportunity and Affirmative Action Requirement. The proposed contract is under subject to 41 CFR § 60-1.4 and Executive Order 11246 of September 24, 1965, and to the Equal Employment Opportunity (EEO) and Federal Labor Provisions. A Contractor having 50 or more employees and his subcontractors having 50 or more employees and who may be awarded a subcontract of $50,000 or more will be required to maintain an affirmative action program, the standards for which are contained in the specifications. To be eligible for award each bidder must comply with the affirmative action requirements which are contained in these specifications. DBE Requirement. The Lincoln County Commission has established an overall DBE goal for the year. Under this contract, the Airport Authority is adopting a race-neutral means of facilitating DBE participation. The bidder shall not discriminate on the basis of race, color, national origin, or sex in the performance of this contract. The bidder shall carry out all applicable requirements of 49 CFR Part 26 in the award and administration of DOT assisted contracts. As required by 49 CFR Part 26, the Airport Authority is required to create a bidders list, consisting of information about all DBE and non-DBE firms that bid or quote on DOT-assisted contracts. The purpose of this requirement is to allow use of the bidders list approach to calculating future overall DBE goals. As per the requirements of the Proposal section, all Prime Bidders submitting bids on this project must submit, with his or her bid, a list including the name, address, and DBE/non-DBE status of all subcontractors and suppliers that bid or quote for work under this contract. Failure to provide this information, as outlined in the Proposal section, will make the bidder non-responsive and not eligible for award of the contract. Funding and Award. This contract will be funded in part by a grant from the Federal Aviation Administration. Therefore, award of the Contract by the Sponsor will be made subject to concurrence of FAA. Bidders may not withdraw Proposals for a period of one hundred and twenty days (120) days after the bid opening date. Pre-bid Conference. The pre-bid conference is hereby established at 3:00 p.m., Monday, March 22nd, 2021, at the Airport Terminal/Pilots Lounge, at the Libby Airport. A tour of the work site at the Libby Airport will be conducted following the pre-bid conference.
