Public Notice of Request for Proposals City of Libby Growth Policy Update The City of Libby has been awarded a federal Community Development Block Grant (CDBG) in the amount of $37,500 by the Montana Department of Commerce (DOC) to update the 2010 City of Libby Growth Policy. The total project budget is $50,000. Contingent upon this grant award, the Libby City Council is soliciting proposals for planning consultant services to assist the City in updating the growth policy consistent with all requirements of Montana state law and in the City's administration of the project in compliance with all applicable requirements of the Montana CDBG Program. Copies of the detailed request for proposals (RFP), including a description of the services to be provided by respondents, the minimum content of responses, and the factors to be used to evaluate the respondents, may be obtained by contacting City Administrator Jim Hammons at City Hall, 952 East Spruce Street, or 406-293-2731, Ext-4. All responses must be received by the City of Libby at City Hall no later than 5:00 pm on March 1, 2021. Please state "City of Libby Growth Policy Proposal" on the outside of the response package. For more information, please contact Jim Hammons. CDBG regulations governing the grant require that to the greatest extent feasible, opportunities for training and employment arising in connection with this CDBG-assisted project will be extended to local lower-income residents. Further, to the greatest extent feasible, business concerns located in or substantially owned by residents of the project area will be utilized.
