SECTION 00100 INVITATION TO BID Separate sealed bids for construction of the Angel Island Bridge will be received by Lincoln County at 512 California Avenue, Libby, Montana 59923, by the Human Resource Director at the Human Resource Office, until 11:00 AM, local time on January 5, 2022, and then publicly opened and read aloud at the Commissioners meeting at 11:15 AM, local time January 5, 2022. The project being bid consists of replacement of the existing bridge on Bethel Drive, the access to Angel Island, with a structure supported by driven treated timber piling, cast in place end bents and precast deck. Angel Island is a residential area with primarily seasonal residences. The replacement structure should be completed before May 15, 2022. The successful contractor will be required to maintain one way traffic during construction. The contract documents consisting of half sized Drawings and Project Manual must be obtained at the office of Fraser Management & Consulting, 690 North Meridian, Suite 103, Kalispell, Montana, 59901, in accordance with Article 2.01 of the Instructions to Bidders. Only Bids submitted in a Project Manual obtained from Fraser Management & Consulting, PLLC. will be accepted and read. There is no cost for the Project Manual. In addition, the Project Manual and Drawings may be examined at the following locations: - Lincoln County Clerk and Recorder, 512 California Avenue, Libby Montana. - Flathead Valley Plans Exchange 3203 Highway 2 East, Kalispell, Montana. CONTRACTORS and any of the CONTRACTORS subcontracting bidding or contemplating providing goods or services will required to be registered with the Montana Department of Labor and Industry, PO Box 8011, 1805 Prospect, Helena, Montana, 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. CONTRACTOR is not required to have registration with DLI prior to bidding on this project but must have registration prior to execution of the Construction Agreement. State Prevailing Wages apply to this project. The CONTRACTOR and all subcontractors shall pay employees involved in the performance of the construction work according to the laws of the State of Montana in accordance with the Montana Prevailing Wage Rates established by the Montana Department of Labor and Industry included in this Project Manual. Each bid or proposal must be accompanied by a Certified Check, Cashier's Check or Bid Bond payable to Lincoln County, in an amount not less than ten percent (10%) of the total amount of the bid. The successful Bidder shall furnish an approved Performance Bond and Labor and Materials Payment Bond each in the full amount of the Contract. Insurance as required shall be provided by the successful BIDDER and certificate of insurance shall be provided as defined in the Information to Bidders and Supplemental Information to Bidders. No bid may be withdrawn after the scheduled time for public opening of the Bids specified herein. The right is reserved to reject any or all bids or proposals received, to waive informalities to postpone the award of the contract period not to exceed sixty (60) days, and to accept the lowest responsive bid which is in the best interests of the OWNER. This project is funded by local funds. The Contractor is required to be an Equal Employment Employer.
