NATIONAL FOREST STEWARDSHIP TIMBER SALE KOOTENAI NATIONAL FOREST The Kootenai National Forest is soliciting competitive offers for the RIPPLE STEWARDSHIP PROJECT, which is located within portions of Section 13, T31N, R29W; Sections 18, 19, 20, 21, 28, 29 and 30, T31N, R28W; Lincoln County, State of Montana, PMM. The Stewardship Project consists of an estimated 38,625 TONS (12,646 CCF) of Douglas-fir and Other sawtimber and 4,433 TONS (1,566 CCF) of combined softwoods non-sawtimber marked or otherwise designated for cutting and specific Stewardship Projects. The Contracting Officer at the Forest Supervisor's Office, 31374 Hwy 2, Libby, Montana, 59923, will receive Sealed Offers only by U.S. MAIL; FED-EX; UPS until 2:00 p.m. LOCAL TIME on SEPTEMBER 8, 2020. The Forest Service will evaluate competitive offers by offerors who present a proposal according to the information found under the section in the Solicitation titled "Instructions to Offerors." One award will be made to the offeror whose proposal is technically acceptable and whose technical/price relationship is the 'Best Value" to the Government. MT-20-10 July 27, 2020 PURPOSE OF PUBLIC NOTICE The purpose of this notice is to state the Department's intention to issue a wastewater discharge permit to the facility listed in this notice. This permit is issued by the Department under the authority of 75-5-402, Montana Code Annotated (MCA) and the Administrative Rules of Montana 17.30.1001 et seq., Montana Ground Water Pollution Control System (MGWPCS). The Water Protection Bureau has prepared a draft permit for the facility listed below. Copies of the draft permit, fact sheet, and environmental assessment are available upon request from the Water Protection Bureau or on the Department's website www.deq.mt.gov APPLICANT INFORMATION APPLICANT: Indian Springs Ranch, LLC FACILITY NAME: Indian Springs Subdivision FACILITY LOCATION: Sections 25 and 36, Township 37 North, Range 27 West, and Section 2, T36N-R27W, Lincoln County. Latitude: 48.92812° Longitude: -115.05701° RECEIVING WATER: Class I ground water PERMIT NUMBER: MTX000219 A determination has been made by DEQ to reissue a Montana Ground Water Pollution Control System (MGWPCS) permit, MTX000219, to Indian Springs Ranch, LLC for the Indian Springs Subdivision. This permitting action authorizes discharge of treated wastewater to ground water. The scope of this permitting action is for the operation and maintenance of the existing wastewater treatment and disposal system. This renewal is for a 5-year period for the continued operation of a Level 2 recirculating sand filter wastewater treatment system. Indian Springs Subdivision is a private residential resort which includes a golf course, a club house with restaurant, and a recreational vehicle park. The maximum design flow for this facility is 101,445 gallons per day. DEQ recognizes that in comparison to conventional septic treatment, the Level 2 treatment system may provide a higher level of treatment for nutrients and pathogens. The facility utilizes a multi-zone pressure dosed subsurface drainfield (Outfall 003) to discharge treated wastewater. The discharge structure's location is: Latitude: 48.93346°, Longitude: - 115.05691°. PUBLIC COMMENT Public comments are invited ANYTIME PRIOR TO CLOSE OF BUSINESS AUGUST 27, 2020. Comments may be directed to the DEQ Water Quality Division, Water Protection Bureau, PO Box 200901, Helena, MT 59620. All comments received or postmarked PRIOR TO CLOSE OF BUSINESS AUGUST 27, 2020, will be considered in the formulation of final determinations to be imposed on the permit.
