PUBLIC NOTICE The City Council of the City of Libby has completed the preliminary municipal budget for fiscal year 2019-20. A Public Hearing will be held on Tuesday September 3,2019 for all interested citizens of the City of Libby. The Public Hearing will be held in the Council Chambers at City Hall at 6:00 pm, to hear any residents for or against any part of the budget before it is finalized. NOTICE OF AVAILABLITY OF REQUEST FOR QUALIFICATIONS FOR GRANT ADMINISTRATION FOR CITY OF LIBBY TREASURE STATE ENDOWMENT PLAN AND COMMUNITY DEVELOPMENT BLOCK GRANT The City of Libby has received both a Treasure State Endowment and Community Development Block Grant for 2019 Water System Improvements. The City is requesting Statements of Qualifications from firms or individuals with experience in Grant Administration. NOTICE OF PRELIMINARY BUDGET HEARING The Troy City Council will hold their Preliminary Budget hearing for Fiscal Year 2019/2020 on August 28, 2019 at 6:00pm at the Troy City Council Chambers, 301 E Kootenai Avenue, Troy, Montana. The preliminary budget will be placed on file and may be examined at Troy City Hall after August 23, 2019 between the hours of 8:00am and 4:00pm. Any taxpayer or resident may appear at said hearing and be heard for or against any part of the proposed budget. The City of Troy will hold a final Budget meeting on August 28, 2019 immediately following the Preliminary Budget Hearing, at the Troy Council Chambers at 301 E Kootenai Avenue, Troy, Montana. Preliminary Advertisement Sale of National Forest Timber The Forest Service intends to advertise timber designated for cutting in the following proposed timber sale area on the Fortine Ranger District of the Kootenai National Forest. The Sterling Tower Fire Salvage Sale contains 880 acres more or less within portions of Sections 2, 3, 4, 9, 10, 11, 16, 17, 19, 20, 21, 29, 30, T33N, R27W and portions of Section 24, 25, T33N, R28W. This sale contains an estimated volume of 50,743 tons of timber designated for cutting. This advance notice is to afford interested parties time to examine the sale area. Interested parties may obtain information about the sale area from the Rexford Ranger Station, Megan Strom or Ira Lehman (406) 296-2536. The final advertisement will contain final minimum stumpage rates, bidding provisions, and other sale conditions. The USDA is an equal opportunity provider and employer. PUBLIC NOTICE The Department of Natural Resources and Conservation (DNRC) hereby provides public notice that the DNRC is considering a request by the Lincoln Electric Cooperative Inc. (LEC) to secure an easement. This easement would provide for installation and maintenance of an underground power line along USFS Road #2346 (Tamarack Creek), through State land located in Section 24, T29N, R28W. Where it crosses state land, the power line easement would be 5,042 Feet long, 20 feet wide, and would total 2.3 acres in size. The power line would eventually supply electricity to a site on US Forest Service land on the top of Calx Mountain (Sec.10, T28N, R27.5W). This site is currently used as a fire lookout and radio communications site for DNRC, Lincoln County and various other agencies. The site is presently supplied with propane fueled generation, however the installation of electrical facilities would provide a more consistent, reliable power source for these essential communication sites. The primary power cable will be installed in a conduit system, parallel to the existing road prism at a minimum depth of 36 inches, with seven access locations (vaults or junction cabinets) on DNRC land along the proposed route. When exiting DNRC land, the proposed cable route will continue along the Tamarack Creek Road on National Forest Service land up to the top of Calx Mountain. The project will terminate at a transformer/service site near a communications building. LEC is tentatively proposing construction during the 2020 season. The Tobacco Valley Industrial District (TVID) is a 22-acre business park located three (3) miles from the Town of Eureka on Airport Road. Located at the TVID is a Business Incubator Facility that currently has two vacancies for foster a startup business. The Business Incubator provides a 1,200 square-foot warehouse-type bay with overhead door, separate entranceway, and connecting office space. This facility is available for businesses in the start-up stages; less than three (3) years in operation. The TVID has the potential to positively impact the local economy of the area and region by providing an area for business start-up and growth. However, regardless of past outreach efforts; businesses and residents locally, regionally, statewide and further, have limited knowledge that this facility and property are even available. The TVID seeks to engage a professional and licensed Real Estate Agent or Firm that will work with the Board and the contracted Administrator to place the property on the MLS. The Agent/Firm should also be available to provide guidance on setting fair market values of the property and know, or be willing to learn, how public property can be sold in a fair and open manner. The Board is seeking a professional Agent/Firm with the capabilities to work in partnership with them to develop and implement an outreach/marketing strategy to assist in the selling of the property located at the TVID Business Park. Specifically, the Real Estate Agent/Firm shall have proven capabilities or expertise in marketing property with a strong response to achieve sales. Expertise in community relations and in-depth knowledge of the Eureka area is desirable.
