INVITATION TO BID LINCOLN COUNTY PORT AUTHORITY KOOTENAI BUSINESS PARK FIRE DEBRIS CLEANUP PROJECT Notice is hereby given that the Lincoln County Port Authority of Lincoln County, Montana will receive bids for the Asbestos Containing Fire Debris Cleanup of the former SK Fingerjoint Facility. The project is located within the property boundaries of the Kootenai Business Park, approximately 500 feet southeast of the eastern end of East Spruce Street in Libby, Montana. All sealed bids, plainly marked "Kootenai Business Park Fire Debris Cleanup Project" must be delivered to Lincoln County Port Authority, 60 Port BLVD Suite T3, Libby, Montana 59923, at or before 11:00 a.m., local time, Friday, May 25, 2018. All Bids that have been duly received will be opened and read aloud immediately thereafter. All Bids must be in accordance with the Contract Documents on file at the following locations: Lincoln County Port Authority, 60 Port BLVD Suite T3, Libby, MT (406) 293-8406; WGM Group, 431 1st Avenue West, Kalispell MT (406) 756-4848, and designated Plans Exchanges. Contract Documents for use in preparing Bids may be obtained from WGM Group or Lincoln County Port Authority at the addresses listed above upon receipt of a non-refundable deposit of $100.00, payable to WGM Group for each set of documents. Prospective bidders must obtain or request Contract Documents no later than 3 days prior to bid opening. All sealed bids must be submitted on original forms. Copies of the Contract Documents obtained from other sources shall not be accepted. No bids shall be withdrawn for a period of 60 days after the scheduled closing time for receipt of bids. Each bidder must deposit with his bid, a bid security in the amount of ten percent (10%) of the bid to secure the bidder's express covenant that if the bidder is awarded the contract, the bidder will, within fourteen (14) days following the notice of award, enter into a formal contract for completion of the project. Bid security shall be payable to Lincoln County Port Authority and shall be in the form of lawful money of the United States, as cashier's check, certified check, bank money order, or bank draft issued by a Montana bank, or bid bond executed by a surety corporation authorized to do business in Montana. A performance Bond and Labor and Materials Payment Bond each in the amount of One Hundred percent (100%) of the contract sum will be required of the successful bidder, to secure the contractor's covenant to faithfully perform all of the conditions of the contract in accordance with the law and that contract. The successful bidder must contract to pay prevailing wage rates, set by the Montana Department of Labor, and will be subject to withholding of 1% of all payments for transmittal to the Department of Revenue to pay the public contract tax. No bid shall be considered that does not carry the bidder's Montana Contractor's Registration Number on the bid form. A pre-bid conference will be held at the office of the Lincoln County Port Authority located at 60 Port BLVD Suite T3, Libby, MT commencing at 10:00 A.M. on Tuesday, May 22, 2018. Those interested in bidding the project are encouraged to attend this meeting. Completion of the work is required within 33 calendar days after commencement on approximately June 18, 2018 and according to the construction schedule to be determined after the Notice to Proceed is issued. The project includes liquidated damages that will be assessed as set forth in the Special Provisions at $500.00 per calendar day, in addition to any damages required under the Contractor Reimbursed Engineering Costs Section of the Supplementary Conditions if the work is not complete within the allotted contract time. Lincoln County Port Authority reserves the right to accept or reject any bid, to waive any irregularities, and to accept the lowest responsive and responsible bid which is deemed to be in the best interest of the Port Authority. The award of bid will be made solely by the issuance of a letter of award to the successful bidder by Lincoln County Port Authority. Dated this 11th day of May 2018.
