CALL FOR BIDS County Legal/Display Advertising Sealed bids will be received up to and including 11:00-11:15 a.m., Wednesday, July 11, 2018, for the county legal/display advertising contract for a one (1) year period from July 1, 2018 through June 30, 2019. This contract shall include all legal/display advertising required by the county. The minimum qualifications for a newspaper bidding on this contract are: a. the newspaper must be published in the County; b. must be a general bona fide and paid circulation with second-class mailing privilege; and c. the newspaper must be of general circulation; and d. the newspaper has been published continuously at least once a week in the county for the 12 months preceding the awarding of the contract; and e. prior to July 1 of each year, has submitted to the clerk and recorder a sworn statement that includes: i. circulation for the prior 12 months; ii. a statement of net distribution; iii. itemization of the circulation that is paid and that is free; and iv. the method of distribution The newspaper that is awarded the contract shall also be required to verify to Lincoln County that: a. the legal advertisement was published on the dates ordered by the county and in the style set by the board of county printing; and b. the price was not in excess of the maximum price set by the board of county printing. Bidders must furnish a rate for both legal advertising and a rate for display advertising to be considered. Any advertising that may be required in connection with the holding of county fairs and expositions is exempt from this bid award. The bids shall be awarded to the newspaper that in the judgment of the County Commissioners shall be most suitable for performing the work. NOTICE OF PUBLIC COMMENT PERIOD Proposed Health Insurance Rates for 2019 The Commissioner of Securities and Insurance will receive public comment regarding recently filed rates by Montana health insurers. The comment period provides the public the opportunity to participate in government by expressing any comments that the public may have regarding the proposed 2019 rate changes for health insurance. Information on the proposed 2019 Montana Health Insurance rates can be found on the CSI website, www.csimt.gov. Comments can be emailed to csipubliccomment@mt.gov or by letter/hand-delivery to 840 Helena Ave, Helena, MT 59602 through July 27, 2018. The rate review process established by the Montana Legislature in 2013 authorizes the office of the Insurance Commissioner to review health insurance rates. If the Commissioner finds a rate increase to be excessive, inadequate, unfairly discriminatory, or unjustified, the insurer may voluntarily amend the rate increase. If the insurer maintains the initially filed rate over the Commissioner's recommendation for adjustment, the Commissioner will issue a public finding announcing the deficiency and the reasons why the rates are unsatisfactory.
