SECTION 00100 INVITATION TO BID Separate sealed bids for the construction of the LCPA Rail Rehabilitation Project will be received by the Lincoln County Port Authority at 60 Port Blvd. T-3, Libby, MT 59923 until 03:30 pm local time on April 14, 2017, and then publicly opened and read aloud. The project consists of: 1. Installation of a new 3,100- foot-long lead track and a new 1,000-foot industrial siding/storage track off the proposed lead track. 2. Construction of three (3) no. 9 turnouts and the installation of eleven (11) concrete crossing panels. 3. Excavation and grading of the subgrade for the railroad beds, access roads, drainage ditches, etc. 4. Construction of the proposed geotextile, subballast and ballast sections to support the new rail installation. 5. Construction of a 13' wide x 3,100' long gravel access road adjacent to the proposed lead and siding tracks. 6. Removal and salvage of the existing ties and rail necessary for the new rail installation and continued operation of the existing railroads. 7. Removal of trees, vegetation, fencing, pavement and miscellaneous items required for the construction and installation of the aforementioned items. 8. Surface restoration of all disturbed areas, consisting of asphalt concrete paving, gravel surfacing and seeding. 9. Installation of permanent and temporary traffic control devices, signage and striping and ongoing implementation of the traffic control plan to ensure the contractor's and the public's safety throughout the duration of the project.
