Third draft petition to recall Roll filed

A Libby resident has filed a third draft petition to recall Libby Mayor Doug Roll, the same resident who submitted the first two rejected drafts.

Tammy Brown, of Libby, filed the draft petition on Thursday. In about one week, the Lincoln County Elections Office will either validate or again reject the petition after Lincoln County Attorney Bernard Cassidy reviews the petition.

The draft petition provides two main arguments to validate the petition, stating that Roll appointed the former city attorney without the consent of the Libby city council in February. The petition also purports that Roll failed to add items to the agenda that were requested by council member Dejon Raines in May and April.

Lincoln County Election Administrator Leigh Riggleman rejected the first draft petition after Cassidy said the draft lacked specificity. The second draft made too many legal conclusions, Cassidy said. The third draft petition was filed more than a month after the second draft, which was denied on May 4. The first draft was denied about a week and a half before the second.
