Libby native receives excellence award

Libby native Stuart Hugill was honored by Bonneville Power Authority with the one of the highest awards the agency gives to its employees.

Hugill, who is a program implementation manager in BPA’s Pollution Prevention and Abatement program, received the Administrator’s Exceptional Service Award. The award recognizes individuals or groups who have significantly contributed to BPA’s mission as it serves the Pacific Northwest.

With a drive for public service and operational excellence, Hugill is regarded as an exceptional leader who designed and implemented BPA’s groundbreaking spill prevention and control program. He also supported other utilities and federal agencies in their efforts to prevent oil spills and as a result, greatly improved the environment of the Pacific Northwest.

Hugill is a 1971 graduate of Libby Senior High School in Libby, Mont. He graduated in 1979, with a bachelor’s degree in business administration from the University of Montana in Missoula. Hugill also holds an associate’s degree in environmental science from Mt. Hood Community College in Gresham, Ore.

The award was presented during the agency’s 2016 Administrator’s Excellence Awards Program at BPA headquarters in Portland, Ore., by BPA Administrator Elliot Mainzer.

 “These individuals represent excellence in everything they do,” said Mainzer. “No matter their corner of the organization or their specific job, they all do their work in the context of a bigger picture and greater cause, and they’ve made a difference through their tremendous contributions to BPA’s public service mission.”
