Lloyd Wagner, aka Willie B the Balloon Man, formally proposed to his wife, Judy, in December after 58 years of marriage. On Valentine’s Day they celebrated another anniversary. Lloyd put the ring on his wife’s finger at what was then Hall’s Jewelry.
