Letter: Election totals in Troy 'somewhat strange'

Dear Editor:
Looking at the election results of Nov. 3, I was struck by what appears to be somewhat strange vote totals. There were many more people voting for city council than there were for mayor.
I wonder if this could be in some way connected to the latest behavior of the Troy Police Department?
