Libby City Council swore in its newest councilmember, Ron Carter, Thursday evening during a special meeting to name the appointee.

Carter, an independent contractor who was a strong supporter for the Libby Lofts project, sat on a city council for two years in a small Colorado town in the mid-1990s. Carter returned to Libby, his hometown, in 2000.

William Cunnane, Rob Dufficy and Scott Evey also competed to fill the vacancy, which was created when councilmember Charlene Leckrone retired.
