Reader appalled by second charge

To the Editor:

It was appalling to read that after a second charge of animal abuse — this time 17 counts — Steven Neff will merely have to comply with an order of probation and possibly make restitution of no more than $1,500. Does this "punishment" fit the crime?

Not only that, but he will still be allowed to own two horses! How long will it be before these animals suffer from his neglect and abuse?

If there are mitigating circumstances that make this "bargain" appropriate they should have been reported. If not, then the county attorney should be called to task for releasing this chronic animal abuser and letting him continue to own horses.
