GOP refund plan follows bad policy

Proposals by Republican legislators to refund tax money are not new but follow a well-worn and dangerous pattern.
During the decade that they controlled the state of Montana, they lowered taxes on big out-of-state corporations. The result was that there was little money to fund schools, the university system and local government. To take care of these vital services, property taxes were raised astronomically.
To put a pittance in one pocket while taking a fistful of dollars from another is not good fiscal policy.
