People just don't understand Libby's complex past issues

Recently there have been several articles about attorney Allan Payne in a local newspaper.  These articles somewhat attempt to pose a critical view of his representation of various local agencies.

I won’t comment directly on these articles but wanted to voice my support for all of the assistance Mr. Payne provided to Lincoln County when I was a County Commissioner.

When the Libby area was faced with the massive clean-up of asbestos in our community, Mr. Payne contacted the Board of Commissioners and explained his concerns about the process that lacked protections for local residents. He helped us form the City/County Health Board that provided a united voice for citizens in discussions with the EPA. In time, he also negotiated with the EPA to provide the County with ongoing support to fund the Asbestos Resource Program that continues today. Without this funding, the program and local input into our ongoing cleanup would not be available.

I understand that those late to the conversation like The Western News’ editor and even the current Lincoln County Board of Commissioners can find it difficult to comprehend the complexity of the last 16 years of dealing with EPA. Some will say that Mr. Payne only has his own interests at heart.  But I know Allan, and have for a long time.  Being raised in Libby, he cares deeply for his community and wants his community and wants his hometown safe for all of us and our future generations.
