Libby School Board hires psychologist; shares costs

Libby School Board members on Monday agreed to hire a psychologist the district will share with Troy schools to perform the federally mandated evaluations for special-needs students.

By a 5-0 vote, District 4 board members agreed to hire psychologist Clifton Palmer of Bigfork to perform the mandated evaluations. 

Terms of the one-year contract were not disclosed, but Libby Superintendent K.W. Maki said the move to share Palmer between districts is “just a good move” for both districts.

Asked about the shared duties, Maki said the split will be about 60-to-40 percent for Troy. Maki said both districts will share the expenses, including lodging when Palmer comes to the Kootenai Valley.

“We will pay the amount, and then Troy will reimburse us,” Maki said.

According to Maki, Palmer, who three days a week works for the Polson school district, will visit the area every other Thursday and Friday — twice a month — performing the evaluations.

“It’s a great way fill a position we could not do on our own,” said Troy Schools Superintendent Dan Wendt. “We’re very excited to be working with Libby on this. It’s good for both schools.”

Pressed about the contract, Maki said Libby would pay about $25,000 annually and Troy’s portion would be between $10,000 and $15,000.

Palmer began serving the schools Thursday, Sept. 13.

Board members also hired Helena Cassidy, a licensed practical nurse, and Susan Holter, a registered nurse, to assist with duties at Libby Elementary School. The pair also will be on call at the Middle-High School. Each is allotted up to two hours a week.
